“Easy but required extra insurance”

Even though I took the maximum on insurance the counter staff person said I was not fully insured and advised I take extra insurance - which I did. I then hired another car that I also booked via easy car and this was fully insured. Why the difference - I will see with my next car hire if this follows the Boston hire or the Minneapolis car hire. Don’t understand why the difference
