The counter service was excellent.

When we arrived, Budget was already closed, and Avis handled the car pickup. I booked a car, but the only options available were a truck and a van. The two of us ended up using a huge van, which we drove around the city for two days. We didn't cover much distance, but refueling cost us 63 dollars.

One staff member on my two rentals was excellent, but the other who tried to sell insurance and failed was quite unhappy, so it really depends on the person. Still better than Dollar.

I really dislike this company! They did not provide the car at the price I booked online and added several unnecessary insurance charges. Additionally, my reservation included a different drop-off location, and they charged me an extra $150 for a one-way fee. It's totally unreasonable! Even worse, the attendant told me that if I didn't add the insurance, I shouldn't rent the car, and they charged my credit card before letting me sign the contract! I advise all Chinese tourists to avoid renting from this company; they take advantage of Chinese customers!
