After completing the paperwork at the counter, follow the orange corridor to the innermost elevator and go down to level -1, where you'll see the Hertz sign. Almost all car pickups are here. Just find the sign of your rental company. The whole process was smooth, and there were no upsells. I checked the car carefully and took some photos.
